To distribute regular plan mutual funds, you need to be empanelled with the Association of Mutual Funds of India. Before that you need to clear the NISM Exam V-A. The exam is quite easy, (perhaps deliberately so) and allows almost anyone to clear it.
You register with SEBI as a SEBI Registered Investment Adviser (RIA). This enables you to help people with unbiased investment advice, or to help them by direct plan mutual funds. You need to clear two very tough exams by NISM, the X-A and X-B.
You will need to empanel yourself with various AMCs to start distributing mutual funds.
