Money has been slow to arrive. The pledge is a target that these four governments will encourage, not cash already committed by companies, so actual flows depend on business conditions, rules and project viability. Non tariff hurdles and pending implementation issues have added friction, which officials on both sides are still working through.<\/p>\n
